If anything, I feel potions should have no cool downs in the open world, or at least not nearly as long. In dungeons however, I do see cool downs as being necessary, but they shouldn't be shared cool downs. I also feel that if your team wipes, the potions cool downs should reset.
There're times I'll use an X-Ether to restore MP as a healer, and yet we still wipe. And now I have to wait 5mins even after dying to use another. The skills are one thing, but potions too. Come on!
And while we're on topic of potions. How about them Phoenix Downs?
