What exactly does SE intend this phrase to be used for???

Somewhat common English phrase that just means you're having a chat.

It's the new substance abuse craze going around Eorzea. To "chew the [Chocobo] fat" is effectively the same as licking the toad.

The sudden influx of Fat Chocobos to Eorzea lead to this discovery.

It's also undoubtedly going to become the core component of some new hilarious auto-translate phrases.

It's actually not common at all really. I can't imagine any MMO gamer actually using this phrase in normal conversation.

Yeah, same. We usually just say "We're chatting" instead of using any colloquialisms.

Maybe the localization team was bored.
