I think it will. It wouldn't really make sense for tanks and armored melles to be frontlining and taking roughly as much damage as the rdps. Pretty interesting to think how this will affect the metagame and tanks playstyle.

It doesn't really matter considering tanks build pure str in pvp because they arn't going to be tanking
The healers are the tanks of pvp, because the 24 man mob isnt going to target anything but the healers at the start of a fight -

Your still level 50. Your gear is capped to ilvl 80. You can still have diffrent stats from someone else depending on your gear choices. It doesn't cap your stats across the board, just how much you can gain from gear.
