Is it possible to place the gardening patches on the newly purchased plot without house being built first?

Has anyone tested this? Basically - can you start gardening on the "empty" plot? (indeed owning the actual plot, not "squatting" unsold plots ;) )

It won't let you put any furnishings down at all until the house is built.

Yeah - I've found out myself yesterday evening after purchasing the Medium size plot ... now I need to scavenge another mill to purchase the permit.
