Unable to log into my character (40000)3 error

Whenever I try to log into the game as one of my characters, as it's loading (can hear the Ul'dah bgm) it suddenly stops, and brings up this message.

"An error has occurred. (40000)3".

I chatted with someone from Square Enix, who recommended I double check my network settings. Everything seems to be in order, and I can log into my Miqo'te in Gridania just fine, but can't log into my Hyur. I'm afraid there might be something wrong with my character.

Did you try to move the ffxiv folder in your user folder to your desktop?

Yes, and the game wouldn't start until I put it back there. Something about "version update failed". Can't find any problem on my end that would prevent me from logging into only 1 of my characters.

You gotta run the config program before starting the game after moving the files.
