Is Matchmaking/Ladder system confirmed in 2.2? yes or no? source?

I have seen posts on this but could not find the source from the poster or by googling myself.

"A: Directly after release there were a number of FATEs that were not activating properly, which greatly inconvenienced players, but we made sure to fix this issue as quickly as possible. There were also several balance issues in the Wolves' Den that were addressed in patch 2.15, and in patch 2.2 we plan to make additional balance changes such as implementing matching based on rank."

I think that's all that was mentioned not 100% sure, still looking around

where have you read that?

I watched the Live Letter, it was mentioned early on that matchmaking would be in for 2.2

Given the current population of PVP players, I don't understand how the matchmaking system will work without making queue times even worse. It will take a lot of players reengaging in PVP for it to succeed. It sucks getting rolled by R30 players, but waiting 20mins+ for each bout is even worse.
