While answering a question for someone about housing I dug up a old interview in reddit about Personal Housing and FC Housing.

A: First it will be joint housing. A house of this size is going to require everyone to dish out some dough. It’s pretty expensive. You can make furniture available to people of the same free company, or, if you want, you can set permission levels so all of your friends can use the furniture and what not. The reason why we’ve decided to establish them as free company bases first is because inside of the houses there is a new kind of system that involves parks and towers.
Parks would give a bonus to everyone in the free company, like an extra 25% to experience points earned. It could make crafting faster to level, or maybe give success bonuses for HQ crafting. It's a system that allows members to add things that will give boons to the entire free company. You’ll be able to increase the size of your house, and also your company can rank-up through free company points, allowing you to place more parks and towers around.
I’d first like to create a strong community within FFXIV. When new members join, you’ll be able to get more points, and we’d like to establish a system that encourages people to support new players coming into the game. Once the community has had time to come together we will then allow players to have their own private housing and branch out from there
Even for an MMO, I believe it’s nice to have a place to call home.

Let's make it so expensive that nobody will notice how buggy this sh*t is, expand our revenues by encouraging more gil sellers to buy account codes (for us to ban later for more revenue), and still provide a fully functionless experience while disappointing our genuine fans! -

A: This is not possible. You would have to tear down your house and build a new one on open land. The reason for this is due to the fact that these houses are shared and the objects that are inside and outside of the house don't belong to one single person, so you can’t change it back into a deed until you completely disassemble the house. Once you resolve what belongs to who, you can take down your house and then rebuild a new house.

From how it may go now it seem individual housing is the better choice to add next after FC Housing considering not many FC will be capable of affording a FC house anytime soon.
Only reason I can think of for adding FC House Rooms next instead of Personal Housing is to push players more toward buying a FC house for there FC which would be a horrible move for SE to make and provide reason for people to get mad at SE even more. -

Memory, CPU and network resources ARE however a limited resource especially if you start running out of space for new stacks and slots in those stacks for new shards. This is a likely factor in the housing costs. Since there's no way to effectively stress test the housing system beforehand they need to start in a limited fashion and ramp up. This is their way of having a controlled launch. Personal Housing is going to be a MUCH higher stress item than the FC Housing which is why they're keeping their options open for individual rooms in FC housing (which would be comparable to FFXI's Mog Houses).
Ever wonder why you could only access your personal MH from your hometown? Obviously there's a practical in-game reason since you cant magically have all your furnishings move around with you, but it was likely also to ensure that not everyone using the MH would be in their personal one all the time since it's easier to replicate the generic rent-a-room than to spawn everyone's individual MHs.
Personal Housing would be ten times worse than MHs because they'd have to generate the outside of your home as WELL as the interior and in a shared environment potentially to boot. -
