My guess is that they will. there's quite a few materials that are on the market that don't exist yet - probably for housing and PvP.
As for leves, trade and fieldcraft leves only have one spot for each 5 level bracket. After quarrymill it's The Observatory, Whiteburn, and Saint Coinach's. -

A good alternative to leves is actually gathering. And there's plenty to gather at that level. Have you tried that?

25-29 leves in Quarrymill
30-34 in Costa del Sol
35-39 in Coerthas observatory
40-44 in Coerthas Whitebrim
45-49 in Mor Dhona's St. Coinach Find
I think it's fine as it is now. Even if they added new leve locations (for variety's sake) people would still go to where the Evaluation leves were.. -
