Darkwing Devilet glitch.

This particular mob has appeared in the same spot at (18, 32) for nearly a week - it doesn't move or attack, and cannot be attacked.

Darkwing devilet isn't a normal monster. You might be seeing a levequest monster from someone else. Just like you said, it cannot attack or be attacked by people outside levequest owner party. You see the very same situation very often in Cedarwood and Cassiopeia Hollow, but with Uncommon Cactuar and Fire Elemental.

Hmm don't know if this is related but there is also additional Behest NPC on my server that have been there unmoved for nearly a week as well. At Nophica Wells there is one around 34,19 which cannot be interacted with but is visible by more then just me. At Drybone there is an additional battle warden around 22,39? which has been up for a while as well. Normal behests still occur even though there are two identical battle wardens out at the same time. They just stand there and show a green dot on my mini-map as well.
