I don't know if this has been said already in the thread (too many pages to read) but Square Enix and Yoshi-P should consider to create an algorithm as a good fix that would check if possible at the start of the mission if people have or not already cleared the dungeon :
- If all the people who are running the MSQ Roulette have already cleared the dungeon make possible to skip the cutscenes for all members of the party.
- if at least one people hasn't cleared the dungeon make impossible for all the members of the party to skip the cutscenes.
Can't believe they didn't think about this already when thinking about making unskippable cutscenes for improve the experience of the new players...
I would be in support of making it a Command Mission-type thing (but not an actual Command Mission as you can't get that high at that point, nor should you need to).
Put 7 NPCs in there that act mostly like a raid does, and make tweaks that make the dungeon more friendly to such, and allow the player to run THIS mode if they want to "see the story".
Then, you could have the Roulette Version have skippable cutscenes. If a newbie wants the cutscenes, they'll run the 7 NPC version and enjoy the cutscenes all they like.
ALTERNATIVELY, put two versions in the Roulette:
Castrum Meridianum (Story) --enhanced rewards, unskippable cutscenes
Castrum Meridianum (Normal) --normal rewards, skippable cutscenes
And make the enhanced rewards be something like greatly enhanced XP gains (1.5x Leveling Roulette?) and 1.5x Poetics, along with 10-20k gil. Heck, add a cracked cluster to the Lv70 Adventurer in Need bonus too while we're at it.
Now, make the Roulette that you can run one OR the other in any given day but not both.
The Newbie can choose which one they want to run, because it'd be listed like this under specific dungeons, maybe with a help popup explaining the difference between the two. If they care about the lore and the cutscenes, they can wait out the queue on the Story version. If they just wanna get it done and watch the cutscenes (nor not even care about the cutscenes at all) they can Q for the normal version and get a group faster.
Make it so if there's a new player you get huge increases in bonus (especially in Praetorium). Or simply make the new person unkickable for that instance. But that is the most sensible of suggestions, if there are no new players just make cutscenes skippable.
The thing is, these are in the roulette system because they want players to fill the spots so new players can get them done during the MSQ playthrough. If they were to make them solo, then theres no reason for them to exist at all in the roulette and they would be removed.
But yet hardly anybody who does the Roulette feels like waiting on newbies to view the cutscenes regardless of the rewards offered.
So we're at an impasse, and the only way I see any way out of it is let the newbie choose whether to be rushed or solo it.
And the roulette can still exist even if newbies aren't using it; they want people to recycle old content lol.

Did you do an official poll or something?
I'm sure you'll say something like "well I've experience [people being impatient]", to which I'd reply that "I've experienced [people not caring and just taking advange of the time to do other things]". It's a pointless thing to try to act like either one can speak for the majority of the players.
So don't make up statements about "hardly anybody who does the roulette" unless you can somehow do a survey of everyone who does the roulette.
