If they have tails they will not get muscle sliders. Every race gets 1 "bonus" slider: ears for long eared races, tails for tailed races, and muscles for the remaining folk.

I think that by now people should know better to not go after concept arts.
Just wait until we see some ingame models.

The female Highlander has the muscle slider, not just fem roes.

Again, its because both fem highlander and femroes fall into the last category of no tail/no ear customization. Regardless of what race you chose you get one unique slider.

Your icon is a miqo'te. Your character does not get a muscle slider because when the devs made the race they had to choose one option between customizable ears, customizable tail, or customizable muscle definition and for miqo'te they chose tails.
