I wouldn't want to take any races out because I don't particularly dislike any of them but I'd love to see Viera! Fran was my favorite character in FF12.
Honestly, keeping to the XI racial scheme was as much a mistake as making the Au Ra just another variety of kemonomimi. As such, I'd strike miqo'te from the roster... and not replace it. We have a good mix of races as is, too many even. Each nation has it's resident race with Gridania and the elezen, Ul'dah with it's lalafell and Limsa Lominsa the roegadyn. Hyur fit in everywhere so they are a good every race. Gridania, though, has an extra race with the miqo'te with no extra races in the other nations. It's an imbalance. Au Ra are fine given they're obviously not an Eorzean race (even if certain lore says they are).

FFXIV did not make nation-specific races the way FFXI did, and you can see that from any of the lore pages of each clan and city.
Gridania was founded by Wildwood and Midlanders. The two addlers on the banner symbolizes them both. So it's not an "Elezen city".
Ul'dah was founded by the Dunesfolk, it has nothing to do with the Plainsfolk. So it's not the "Lalafell city."
Limsa Lominsa was always a bustling nation with different clans hailing from the many isles surrounding Vylbrand. Sea Wolves, Seekers of the Sun and Plainsfolk are said to be from those very lands.
Then there's cases of clans coming from non-playable city-states or entirely different areas althogether, with Hellsguards coming from unnamed vulcanic regions, Keepers of the Moon and Duskwight (who previously lived in Gelmorra) inhabiting the Black Shroud and Highlanders belonging to Ala Mhigo.
FFXIV took many things from its FFXI father, and I agree that maybe they shouldn't have copy-pasted FFXI's races. But I disagree with the statement that "Miqo'te are out of place" because of the cities as you claim, because FFXIV never made city/race combos in the first place. Each clan has its own story and each city includes several and different clans.
Last but not least, we shouldn't forget that the adventurer, the character we play, is not supposed to be originary of Eorzea, so any playable race is valid, it'll always be the same case as the Au Ra.
