The bad reputation some people make for themselves catches up with them eventually. Those with the bad reputations built up over the last 9 months are the ones I see nowadays asking why no-one is answering them or spending aaaaages looking for a party because more people would rather not have a party than party with them. Things like this will eventually grind them down 'til they quit the game in a fit of nerdrage.
It pays to have good reputation within your community. The little things count, and especially in quieter locations in the game where people don't have others around to help or notice them.
As for the person standing on the crafting light, did you ask them to move? It's quite possible he ran into the guild and tabbed out to view a web page for recipies or something, as people often do, before you appeared on his screen. I know I do this on occassion and only leave the chat window visible, although I do take the time to make sure I'm not standing on people, or even standing staring at people as that's a bit weird also.
I wouldn't suggest any of these being rules, but guidelines to maintaining a good reputation.
