But, basically the same logic as us not getting the Ivalician Moogles.
We have a beast tribe of rodent people, so the appearance of a spoken version of them for us to play would make for some odd lore loops. That, and I think the snout would push it a bit.
It's a bummer, since Freya is amazing.
Here's a thought. Bring in Viera, make their backstory something different than a tree-hugging bipedal creature, just make sure they come from some isolated area with GOOD REASON. Example: They could have some kind of battlemaiden/valkyrie culture, a tribal culture, or, hell, a buddhist-esque culture. Their island or nation was destroyed by some catastrophic event, ex: enraged elementals, demons/voidspawn, supercharged primals, volcano, earthquake, etc; you get my point. They occasionally did some trading in the past with the inhabitants of Ala Mhigo and from that know of our nations and lands. BAM! You have most of the backstory done in all of 5 mins of thinking.
It's not hard to come up with a backstory, the real issue is making sure their presence is implemented correctly, unlike the Au'Ra
