If getting out of a battle regimen is annoying, then battle regimens have to be redesigned. You can't keep a system around just because it solves a flaw in different and completely unrelated system. Also if you need to run away, then you shouldn't have such a big advantage like +movement speed.
But I'm not going to argue about those things... It's not like they need to lock you out of passive mode either. We'd accomplish the same thing if you couldn't recover MP passively while there is an engaged enemy around, regardless of active/passive mode.
There are MMORPGs where they have hard/challenging encounters and fast ways to recover MP - but only when you're out of combat. That's the difference.
The problem in this game is not so much the MP-regen itself, it's the "when" that's out of control.
