I rode my Goobbue in phase 4 without joining a GC in that phase. Or did you mean GC Chocobo authorisation back in 1.0?

I'm a V1.0 Character with Legacy status, when I started in phase 4 I chose my old character and remodel it, then had to chose my MRD to start in :imsa, before starting to play the game asked me this "start the game with your new character?" or something close, my character is NOT new! So it is indeed a bug that was addressed, I started in the ship to port, nothing came up to me about being familiar and I found it strange, I even checked my journal for the V1.0 main quest line, I went way deep in the story, I think I had to finish 2/1 more quests to end the story.
Hopefully this is gonna be corrected by early access soon.
This is why it sounds like a bug to me. Also, because the differences in dialogue aren't about Carteneau or Nael Von Darnus, but smaller things that apply to all v1, like having signed the adventurers book and welcoming back characters/players returning to Eorzea after a long absence.
I'm OK if SE wants to recognize only characters that completed some late Umbral Era Quest, perhaps for bigger dialog differences later, but so far everything I've seen and heard points to simply "welcome back" for all v1 characters.
Back in 1.0. I'm not sure it was possible to get a GC chocobo with the Lv20 cap in phase4 beta. I'm also not sure if getting the GC chocobo in ARR would actually let people affected by this bug get access to their goobbue mount again.
Edit: To clarify (see next message), I found my legacy chocobo in moogle mail and goobbue horn on the calamity NPC in phase 4. When I "use"d them, they converted to actions in the Actions & Traits window under "Mounts". When I tried to use either action, from the window or after putting them in the hotbar, the system said "Not authorized to summon mount." I was outdoors.
A lot of confusion over mounts in P4 were due to people's choco whistle, and gobbue horn being held by either the Calamity NPC or stuck on a retainer. I have a full Calamity NPC and a full retainer of stuff to sort through when I first logged in and it was really nice to have the armory, and a second retainer to spread stuff out all organized like.
It has been confirmed though that regardless if you had a gobbue horn from 1.0 if you hadn't signed up for a Grand Company in 1.0 then you can't use it in ARR until you sign up for one as part of the storyline (and the same goes for other mounts as well), but that's unconnected to the 'Legacy storyline' bug. Same as if you didn't hire a retainer in 1.0, then you can't use them in ARR until you gain the ability by default when you join, just like a new character.the Scions of the Seventh Dawn
It's disappointing the 1.0 opening bug has happened to so many people, including me, but sadly, it's now at the stage that anything done to correct it would be too little too late, as most 1.0 players would be playing already and a great deal have already been affected by it, making any attempt to fix more a case of closing the stable door after the chocobo has bolted, apart from being able to view the cutscene in the Unending Journey as has been stated.
Which is a shame, as I was so looking forward to seeing the much promised Legacy storyline only to find I got the new character opening despite clearly having the Legacy mark on Enki's back (which no npc draws attention to at all!) along with starting the game with the Armoury System unlocked, a retainer and a ton of gear on me already, and still people treated Enki like a new adventurer (I felt like slapping Miounne with the stupid 'Adventurer's Guild' linkpearl she gave me in 1.0 when she asked Enki to sign up to the Guild, again!).
Considering this bug gives a 1.0 player affected by it an item they shouldn't actually receive (the starting ring), I'm surprised SE has not already fixed it yet, unless they haven't yet been able to confirm whatever is causing this bug to fix it.
That seems like an extremely lazy way of completely not addressing a huge part of the story. I really hope I eat those words if there is actual story for us, but it's not likely.
So 1.0 Get the ring, 2.0 Don't? That's how we know?
