I think the main point is SE is going to have to step up to the plate here. They did not control RMT or botting in 11 very well at all (one big ban-sweep every year or two isn't being very active), and it was exceptionally depressing to deal with. Blizzard seems to be pretty on the ball with banning RMT and gold-buyers... I honestly do feel like SE just doesn't want to lose the income because the problem was so wide-spread. The solution is they need to kill this weed now while it's small before it infests the whole game and would cost them too much to attack.
Give players a much easier in-game reporting system to alert GMs without opening a ticket. GMs can decide if they require multiple flags on a character to investigate or what not, but it should be as easy as right click, report. Let the player base be the watchdogs to sniff and then the GMs can go looking.
And if someone's just being a pill and reporting people they dislike / people found to be doing nothing wrong constantly, just remove their ability to report for a while.

Besaid has had the same RMT's in Cedarwood. Usually Marie Theresa, or some random letter'd name. Reported over 20 times and I still see them there. They won't go away .. so . . . idk.
But in short, it's one person, controlling 8 accounts. And just fires off the leves one by one, then does them over again. Collecting fleece. In a way i can see nothing wrong with it .. but it does bring the markets down... or makes it where they can set prices
too bad this even exists in a game like this, i don't think those few extra bucks in SE's pocket is a pro in my opinion.
