Based on his hair color and skin tone the FemRoe is the one mounted on Syldra, but, that poster is bait for players to play with their joystick and they did not care about a fair representation.

"Pleasing the majority of your playerbase is a good idea." You never specified race, which left it open to imply that 'majority of playerbase = everyone' and therefore, every race.
FFXIV seasonal event posters should try to include every race (like FFXI did, if not, just a nice picture of things for the season), since this is an online game and not everyone plays Miqo'te and Au Ra females.
That's a great, fair point. In the grand scheme of things, it's kinda hard to argue against that fact (though I do still think they were largely designed to be rather cutesy anime people with animal ears lol). That said, I would still put forth the idea there's nothing really holding SE back from depicting a Highlander or Roe alongside another race, or even each other, if only to highlight their albeit subtle, but still unique qualities.
For the Moonfire Faire art, they could've easily done something like a Miqo'te taking a walk on the beach alongside a Roe. They could have had a Lala riding on the shoulders of a Highlander while they're playing in the water with an Elezen while a Midlander is off to the side floating, relaxing in the ocean. Could have had every race together just sitting around the bar at Costa de Sol. All men. All women. Mix it up. Go nuts. The possibilities are endless. And, again, that's just for the Moonfire Faire. Think about all the other possibilities for all the other events.
I apologize I assumed. That is what I meant. the majority of the playerbase play those two race/gender combos. I don't know why I'd bother to mention majority if I was implying everyone. But that is why they get put in a lot of materials.. once again.. yes.. it'd be nice if everyone got equal media time, but it's very unlikely since pandering gets more views and interest.
Forgive me but it doesn't seem entirely fair or honest to include 1.0 promotional work on your list. I'm not arguing the point, personally I'd rather we have more dedication to race lore than to promo art (something roes lack both of it seems), but you undermine yourself including art from a time before femroes even existed.
