Ferne confirmed they can, and said we'd be seeing some hybrids (and the issues they face) in Heavensward. It's more common outside of Eorzia, it seems, since there aren't the long standing racial issues.

I believe that would have more to do with the fact that she doesn't have any lalafellian traits.

Wouldn't that just be because she doesn't look like a halfling, based purely on her height?

Didn't koji Fox confirmed the opposite ( and that they are all behind closed doors with the elezen lala and roe children.)

Fox said the idea of two different races having relations is entirely possible, just not supported due to how taboo it is in society.
