I would say this is spot on. Like I said earlier, I use the other wards in the other cities. People WILL buy there, in fact they WANT to, but they are having trouble finding things in Limsa and Gridania because the sellers have decided to turn Ul'dah into New Jeuno. It is kind of funny to see someone in Limsa upset that they can't find anything in the wards because they are empty and then see another player in Ul'dah later that evening upset because the wards are over crowded, making it impossible for them to place their retainer in the correct ward.
There really is no reason to pack into Ul'dah like sardines in a tin can, especially now with the changes to obtaining guildmarks, how guildleves award sp, and the introduction of companies. People are actually using Limsa and Gridania again. If the community at large put their retainers somewhere other than Ul'dah, their things would sell. I do it just about every day.
I would argue that, while the market wards are far from perfect, we the players are exacerbating the problem by being stubborn.
