The roleplay of "lalafell menace" is just a cynical cover, if it was just a roleplay I think most people take it as a joke, and they do.

Because they all don't know they actually show up and block the spots Lalafells gathered in Limsa. That is bothering players who have nothing to do with them for their race of choice, and not a roleplay. Saying "it was just a roleplay" is one of the oldest tricks in the book.

They showed up on my server 4 years ago and I saw where they stood. More recently as in a year ago I was visiting the Marketboard in Leviathan as I do, and noticed a large amount of lalafells there, and the Weeaboo Police soon occupied those places.

Ofc they do lmao. Give it a try. Use ACT and other Mods on stream and ask someone to report you with VOD's and Clip's as proof.

Edit: Even Screenshots and short clips on Twitter were enough for SE to give at least a warning or a short account suspension. (TEA,TOP and FRU WF race e.g.)

Why would I violate the TOS by installing mods???

It's also Square Enix TOS. You can't submit 'evidence' like those screenshots because they have to automatically assume it's doctored. You know you have to abide by both Square Enix TOS, AND FFXIV TOS right? They're not the same thing. But you agreed to abide by both when making your account.

You can change pretty much everything ingame with the help of mods. (Character appearance, name, title e.g.)
Someone could have doctored the entire clip that got Unnamed_ banned.

Doesn't matter. The Roegadyns are still there. If they've been doing harassment and abusive behavior by.... standing and idling in place.... for however long it's being alleged one would assume they'd have been banned a dozen times over each.

Telling the OP to touch grass instead of the no-lifer constantly doing all of that for attention is very telling. If you "touch grass" and have a life outside of 14, you don't have the time nor desire to do all of that.

They used to actually punish you for simply "existing" in the presence of someone who dislikes you too. Then the RP community got SE to realize this is what a malicious report would be so the GM's were all re-trained.
