Sure, SE benefits from it as a side-effect, but the original intention was to ensure there would always be a supply when SE is busy putting their resources elsewhere (which is most of the time, y'know.)

onto the OPs statement, however.. No. No priority. If they added anything remotely similar to a "priority" system then nobody but bots would get the houses, because they would be able to fulfill ANY criteria you put in front of them far faster and far more efficiently than most players.

New account priority? Bots only. You lose.
Priority to people who have failed in getting 1 / 3 / 5 / 10 etc, houses? Bots only. You lose.

And to further the second one in that list. Say 10 people with "priority" signed up to buy a house. Which one does the game pick? They all have the same priority and there can only be one. So no matter how it decides, one person gets it and feels like the system worked, whereas the 9 others are pissed off that they either LOST their Priority Pass, or it didn't work and onto the forums they go to yell about it.

This. There are so many bidders each round that one person wins and everyone else would get the same “buff” going into the next lotto. It wouldn’t really help anyone anyway.

People who participate in 40 lottery cycles per year already have a higher chance to win than the people who can't participate in as many. Asking for improved odds is just a form of "give me an unfair advantage please". The proposed criteria is always something the person making the request can easily meet, such as bidding every week. The reasoning behind the idea is always "I can easily meet the criteria for improved odds and this would improve my odds at the expense of others, therefore it's a good idea".

The idea behind it is everybody has a priority pass then nobody has a priority pass

how about a real lotto , 1st bid 100% get 100% back if you lose , want a extra number pay 100% get 90% back want a 3rd pay 100% get 80% back and so on, but pay for each ticket individually. i bet you would start crying more when you start losing millions of gil

1st 45,000,000 = 0 lose (back in hand 45,000,000)
2nd 45,000,000 = -4,500,000 fee (back in hand 40,500,000)

ok now let's make some more evil ideas, how about. you have to get a small first before you can get a medium and when you get a medium you can then bid on a large.
how about when you get a house you get a icon next to your clock/ server name that tell you how many day's until the moogle come to kick you out and you have to start over from a small. unless you can treat the house with the care it needs, by you going in it once every 45days.

how about if you don't clean you chocobos stable your chocobo get a debuff for the rest of day and if you don't put the chocobo in a stable after a day it well also get the debuff as well. i think a dozy and sick debuff
how about if you don't grow anything in that garden bed you will start having some creepy gnome pop up in your garden making laughing sounds, sounds like a Halloween coming from a lalafell
