That wasn't a flaw, that was intent. MS stated it at their own press conference that no additional fee's woudl be neccesary to play it.
The issue with XIV, is the interface and security SE currently uses. Since it would pass through their routing system, it must meet criteria that it currently does not. However that has changed and some rumors will be dispelled in 2013.
The collector's edition for FFXIII-2 was very well done in my opinion. If they could replicate it for FFXIV 2.0, or even have a separate one for Legacy members, it would be fantastic.
Stuff they could include would be:
FFXIV 2.0 + Legacy
- Art Journal (much like before, but bigger and with more variations in images)
- Artbook with concept art of both FFXIV 1.0 and 2.0
- Artwork of new areas and of cities (I would LOVE a large portrait of Limsa Lominsa)
- Cloth Map (of new Eorzea)
- Soundtrack covering new and old tracks, or a composer's selection
- Behind the scenes DVD (not the rubbish that was in the first one)
- Guildleve models/keychains
- Soft toys/sculptures (Moogles, chocobo, whatevs)
- Life-size wearable subligar
Legacy only
- Artwork of GC leaders with Dalamud in background
- Cloth with a GC symbol imprinted on it (only one, up to your choice)
- Collection of small job stones (a bit iffy on this one; if jobs still continue into 2.0, then may be part of 2.0 collection)
- T-shirt with Legacy symbol and caption on it
Of course, they don't have to include all I mentioned. Perhaps have the most expensive one contain everything in FFXIV 2.0, then other cheaper, but also worthwhile ones. Legacy edition SHOULD have everything -entitlement streak running through- but really, it's up to them.
An example selection of editions they could release would be:
Crystal Edition (most expensive, geared towards new/returning players who did not play Seventh Umbral Era storyline)
- Game with three pieces of special gear
- Art Journal
- Artbook with concept art of both FFXIV 1.0 and 2.0

- Cloth Maps (of new and old Eorzea)

- Life-size wearable subligar
Collector's Edition (geared towards new/returning players who just want an extra more to their game)
- Game with one piece of special gear
- Artbook with concept art of both FFXIV 1.0 and 2.0
- Cloth Map (of new Eorzea)
- Composer's Selection of tracks 1 (geared towards new Eorzea)
- Behind the scenes DVD
- Life-size wearable subligar
Legacy Edition (special edition geared towards old players who have stuck through 1.0; will miss out on some items of 2.0, but provide a balance of many materials of 1.0 and 2.0)
- Artwork of GC leaders with Dalamud in background
- Cloth with a GC symbol imprinted on it
- Collection of small job stones
- T-shirt with Legacy symbol and caption on it
- Artbook with concept art of both FFXIV 1.0 and 2.0
- Artwork of new areas and of cities (One, non-framed)
- Cloth Maps (of new and old Eorzea)

The above is just a suggestion, but having a variation in items like above, with an appropriate cost, will be accepted and liked for their respective parties, I hope. Ultimately, if they do decide to make packages like this, it's up to them as to what goes in what. Please, SE, do something like this! I'll gladly give my money!
