It largely is based around many factors and the sad reality is your friends case is not the norm. Also my guess we are also missing many details cause generally I doubt FBI will get involved just just text threats over a video game. Unfortunately they do operate on importance based on threat.

Lodestone IDs are still unique and unchanging last I heard. Only way you're ghosting folks is if you make a completely new character.
