This is all true. Ish. This also depends on what changes aim to achieve. Giving WHM utility would have patched that particular complaint (one that still annoys me about the job... I'm glad people are having fun on WHM this expansion, but I'd personally want something more for downtime than Glare Mage).
If your design goal is to unseat Scholar as the locked-slot superhero healer, now that's a trickier piece of business. There's a lot of design between all three healers you'd need to do there if you want to accomplish that without leaving Scholar a wretched mess. I think they tried to do that, and somehow landed in the grey zone between "wretched mess" and "still pretty crazy".
It would be better to not remove royal road, royal road was a big part in the thought processes of the card system aside from the buffs themselves. Ewer and Bole should be left alone. Balance could be made DH and Spire Det. There is no point to make a Tenacity buff that would have to be stupidly massive to not be garbage and ONLY works on tanks when Bole was already basically a tank cooldown in and of itself that could work on DPS and healers as well as the tanks. There is also no need to make a piety buff that ONLY works on healers when Ewer already did that job but better since it does not need a huge number to make up for the weakness of the effect and could be applied to casters as well to help them with their MP issues.
Divination frankly is uninspiring and boring, not to mention its need for the seal system is probably part of the reason the buffs were homogenized to begin with. It is better off gone since Royal Road does everything better then divination and is thought provoking.
Oh and if you remove the sects healing boost you need to buff the potencies. The reason why the potencies feel too weak currently is because they were balanced around the existence of 15% boosted healing for using a sect. Noct would actually be useful if the 15% healing boost for using the sect was returned, even better if you cut the MP cost increase down a bit so that instead of being 10% of your MP for one shield it was closer to 6 or 7%.
Yes you're right devs shouldn't nerf whm, it should be a strong job, the problem is that to make it relevant the devs destroyed the other 2 jobs in terms of performance (ast being more destroyed than sch) and fun. Honestly everything that I and probably most of Sch/Ast are asking for is to have their jobs as viable as whm and to have the interesting and fun mechanics back which I sadly dont see happening (and I hope I'm wrong)
People probably will get angry at me for this but after maxing out sch/ast and now lvling whm...What I don't understand is why would they take away aeo stun skill with long cd from ast who has lowest heals yet keep whm constant aeo spammable stun. Out of all the healers with their toolkits, whm as the strongest healer does not need constant aeo stun on top of it. Dungeons itself are already easy as whm and that aeo stun is too op. Whats the point of having strongest heals when you can stun all the mobs while having highest healer dps along with it.
It's not constant stun because targets start to resist it after the first use. It helps a bit but not for long. Holy is harder to execute. You have to cast it, and it doesn't hit until about a GCD after the cast. Art of War is basically 2 GCDs ahead in time, you can move while using it, and can weave oGCDs.
I started as a SCH from 60 to 72 a few days ago. I was happy using it. a bit bored using AoW and broil + bio but in healing terms was not bad. I gave a try on WHM yesterday and omg... the healing is way more easy and the dps i can do (on dungeons atm) is obscene. Ill keep on whm on ShB until SE balance the other healers.

Of course, note that right there AST is technically stronger, too, and nobody's dumb enough to call them in a good place., particularly given that healing numbers naturally decrease as gear and fight knowledge go up.
