This seems more like a matchmaking problem than anything. A lot of games use a fairly wide method of grouping in order to get games through faster and that seems to be the one FF14 has been using. Only now, it is being used in ranked PvP, which creates problems because it is not considering skill level. This is generally the solo vs dynamic queue problem that shows up in a lot of team games. They simply need to make it so that your ranking is weighted and determines who you group with, but that would probably take some time to implement. Queue times will also increase significantly too.
