Although I don't think it's a huge deal due to the nature of this specific MMO (Beta, incomplete, bad server structure, changing mechanics, blahblahblah) I do believe it's exploiting an unintended battle design.
Do I think people should be banned, or have items/achievements taken away? No.
Do I think the issue should be fixed to allow a more fun & interested fight? Yes.

Merge servers. Keep one open for public test server. Let us playtest new content. Then again judging by the way they handled tester feedback in beta, I'm not sure it would do much good.

Its not something that is fun to use or should be intended when starting the fight but if a pt dies i dont see why they shouldnt be able to raise themselves and keep going at the cost of a run down clock. It's really not as big of an issue as everyone seems to think it is. It absolutely does not guarantee a win like the OP seems to think.
Also I wish ppl would quit bitching about how this game is "broken" or whatever, it accomplishes nothing to keep going on and on about it. If u dont like it then quit, we'll see u when its shiny next year, shiny seems to attract NA people.
Players always figure out ways of doing things that the devs never thought of. If content under development (Moogle fight) is on a test server, then players can let SE know about problems before they make it to live. It's a lot better than pushing content to live servers that only got playtested internally. Maybe they wouldn't have to backtrack and fix as many issues in patch 1.2a,b,c etc. if they let their players test it.
