I'll tell you what. Find me a nice house or apartment somewhere in a city, that doesn't have annoying neighbors or traffic constantly bothering me, and costs about what I'm paying for where I live now, then we'll talk.....
Where I live, my only option for internet is either ones as slow as what the OP has, or satellite internet, (or both if I went with Hughesnet). I chose satellite internet though the best provider I could find, and am still paying $60 a month with a 10gb data cap. Oh, and I have a permanent 700ms latency when playing games that comes standard due to the way satellite internet works. This means I have nearly a full second less time to dodge than other players, and can't even play most games because it won't connect to servers or there are constant glitches caused by it. Frankly, this is the absolute best internet I can get where I live, (no real cell signal to speak of, so that's not an option either), and with 15mbs up and 3bms down, this is the kind of internet that most people would refuse to even attempt to play games on, much less pay for. I get particularly annoyed when people who have lived in urban areas their entire life think that everyone everywhere can have high quality internet, or think that living in a city is an option for everyone......

Also, if they are doing infrastructure maintenance, it might not be possible to turn the patch on if the patch servers are locked behind the infrastructure that is currently being worked on lol.
You apparently dont know what you are talking about either. Again, it isnt as simple as flipping a switch, they WONT apply the patch until the maintenance is done, its always been like that, if you cant understand that, well then thats on you. And once they apply the patch and make sure everything is running properly, THEN they will allow the update to be downloaded. You clearly dont know how the process works if you think the downloading of the patch can be done before everything else is ready too.
