UPDATE 14:43MST 9/20/13:
I was able to log in and join an instance server. While the instance was running, I was running concurrent trace routes and ping checks. I thought that there may be an off chance that once the client switches to an instance partition, that the route tables would change. Oddly, they did not. They remained the same for me. So, we know a few things:
1.) It's not location based (I'm on the West Coast. East Coast users are being affected as well).
2.) It's not host related (Square isn't changing the IP's when you jump into an instance).
3.) It's not affecting all users (users who route though Chicago are fine).
4.) It's not an ISP or local network related issue (Well, YOUR ISP or network that is).
5) All users that are/were affected were switching on the New York node (Best guess. All tracert info I saw on other users all have one thing in common. They are dropping packets at an alarming rate on the NY hops).
So, without having an SSH into their nodes and admin ruby/console command access, I can say the issue is narrowed down to the NY hop owned by TATA. If I was the Systems Admin, I would be focusing on that specific set of switches and checking for corrupted caches, port overloading, hardware issues, etc. I would also temporarily reroute ALL traffic away from my node to another until I figured out what the problem is and got it corrected.

Getting the list to update isn't the problem anymore.... I can log in just fine, it's staying in without lagging, freezing, or getting R0 and getting kicked right back out.
So for me it's not fixed, congrats to those that have it working again, but this shouldn't even be an issue..... they need to fix all these problems, maintenance after maintenance, it's absolutely ridiculous.
Anywho /rant over, guess I'll keep trying. ~_~;;
I've been trying to get into my inn room as well, no such luck, I just keep getting kicked out.
There was an update from SE saying the login issues were fixed, amazing, because I'm still not seeing my characters show up half the time..... I guess I'll keep trying to enter my Inn, and hope for a REAL fix sometime soon.
Sorry guys just new here.. just want to ask if the NA/EU servers are region blocked? cuz i'm here now in saudi arabia and the only server showing is JP (Japan) and it's waaaay far from saudi arabia compared to the EU server.. I waited for the whole night just to make a new character and obviously i didn't make it cuz i was scared of making it in the JP server rather than in NA/EU server. anyone can enlighten me on this.. thanks :D
I don't think its region blocked (not 100% sure ofc)
i live in Egypt and i see all the servers, i used to have the same problem in the first week of release, but after increasing their server capacity maintenance, its stable.
So im guessing that they are having an issue with their servers and lobby and its a matter of time.
