The phrase is "Wenn Engel reisen, lacht der Himmel." Literally, it means "When angels travel, the sky laughs." Laughing in the cheery sense, of course. Seemingly a reflection on who is travelling and how rare sequential days of sunny weather is in London at this time of year.

This was meant as a play of words as you have the map of Eorzea behind you ("im Rücken") when you sit on the couches to relax, so "Eorzea stärkt einem den Rücken" as in "Eorzea's got your back" I believe you say in English :)

Edit for extra clarity: "For the time being" might be better translated as "in the immediate future." The language used indicates nothing else will be happing right away, but that does not consider what may happen, say, six months in. We need to remember that SE are concious of needing to not break economies on new servers when they launch, but also want to have an XI-style transfer system working at some point down the track.
