Yeah, if I am honest, an unsync system for Extreme/Savage is fine, especially with the way that the content cycle actually works more generally. Most content struggles to stay relevant outside of the patch it was released, let alone the expansion, so I think something that actually gets players doing them well past their shelf life date is a healthy thing, versus people being attached to their achievements from 2-3 years ago.
If that specific piece of content/encounter could actually stay relevant to the core gameplay loop for longer than a couple of patches, or cross expansions then I would have a different outlook.
EDIT: Just saw the OP, and IMO it feels like a tack to tie this as to why players won't put effort in or improve... That should be facilitated much early on when people are still progressing through the game itself. It's the base story difficulty that causes most of these issues of players wanting to improve, and due to the nature of how rewards work in this game, with the exception of character features, you're generally just going to be swapping mounts and gear/glamour all the time. Aside from number dopamine, there's simply no reason to care for many of the mounts, and the gear is just completely irrelevant since it gets swapped with such frequency.
