I'm glad to see my thread resurfaced to garner more support from newcomers. Yes to the picture above ^. That's exactly how I envision my floating cities. The atmosphere is just so dreamy and fun, and very much final fantasy-esque.

The image, as you know, is actually from FFXII (city of Bhurjerba)... its also a zoomed out version of the second image in your original post.
I'm extremely confident that we will have some awesome isles in the sky for 2.0... if not, I'm certain that Dalamud's misbehavior will create some.
The main thing is, they want the steer the game towards more team work/cooperation play than it was originally designed for. Yoshi-P wants a real MMO atmosphere, rather than the casual do-it-all-yourself attitude Tanaka had (which I'm torn on, I like being able to do storylines myself, not have to gather entire parties, wait on people, etc but is what it is)
It would be reasonable to suggest then that they create content in game designed only for FC's, beyond the Primals, but certain landmarks in the game that are only accessible through certain trials and achievements - such as acquiring a Company airship that you can use to embark to specific faraway destinations, floating cities and such, forgotten in time and lost in the clouds overhead. It would be larger scale environments that require alliances to do.
