I feel as though they need to fix the current healer mess but I doubt they will just outright drop the idea of adding a new healer.
If so then I can see them doing some heavy changes to the current healers making it seem as though a new expierence.

Depends on the utility and damage of the dnc. Also, the chakrams appear to be slashing damage so assuming we keep weapon type debuffs in place this COULD result in some party changes. A brd or mch is basically tied to having drg to do full damage right? If dnc is slashing then it could actually be in a better position since it can have it's debuff provided by samurai, warrior, or ninja. It could potentially replace brd/mch in parties depending on what it's job specific utilities are and if role skills stay the same.
But that tiniest of (im)balancing gimmicks isn't going to make up for a poor connection to job aesthetic. We have a quick, lithe, poised job that has traditionally been of hybrid range and capable of weaving through battles and instead we make sure it has no reason ever to dodge, does not weave through battles, and can instead simply turret from range however it likes...
I do agree with you that putting it as a ranged physical dps was definitely an odd choice and probably the last thing I would have ever expected. But you know, now that you bring up the idea of weaving through battles, part of me was just thinking it's a shame they added the jump in, melee combo, and jump out thing to rdm. That would have been perfect for the dancer instead.
But looking at it purely from a gameplay/numbers perspective, I still think it could potentially replace brd as the go to physical dps in a party comp. Bad aesthetics aside.
He also said that one of his live letters before the expansion drops was going to be a big one.
Again I'm holding onto some small ray of light we're still getting a new healer but they're waiting for the last possible moment to say "Look here guys a new hammer healer for you to play as" effectively giving everyone the hammer job they wanted and a new healer.
And how much has that made RDM feel like anything but a caster? Sure they have to spend 1.5 GCDs in melee range to get their Foul-equivalent off, but -- at least to me it -- doesn't feel notably different from BLM whatsoever. SMN feels far more unique just through its phasing than RDM remotely does through its bits of melee. RDM feels a tiny bit more unique in AoE, but still not much.
Those aspects aren't something you can just toss in somewhere into the rotation and expect to reap an identity therefrom or therewith.
