The thing with Thancres eyepatch is: He is not wearing it because he needs it but because it looks cool. So it could simply be that he finally just stops wearing it. Also the girl seems to have silver hair which would mean that its not Minfilia. I also believe that we are only going to change the history of anything after Stormblood. We are having a fight with Garlemald and learning about the Ascians and might even take them down. If we then even rewrite everything from the beginning than this would be way too much for one expansion. (Also would kinda make a lot of our past doings for nothing but I would have nothing against it if we can save certain NPCs ;)) So maybe we are seeing a vision of the future and thus change to WoD. The bad future with the wasteland and too much Light wont happen thus they dont need to change anything in the world and it would stil make sense to reconstruct Ishgard.

From what I've read, the NG+ feature is just the ability to replay story quest, which exist in many MMOs and the ability to visit other worlds is in World of Warcraft and Guild Wars 2, but was removed from Guild Wars 2 in favor of Megaservers which just moves you from your server to one giant server connecting all the servers. The exception is in World vs World vs World and PVP.
