No, all this would accomplish is players feeling like they need to unlock classes/jobs and level them so they have the best chance of getting loot. Most gear drops can be traded for Grand Company seals which can be traded for very useful and commonly used items. Adding another tier of loot priority would punish newer players who might plan to play something else in the future or just want some extra seals.
Also just because you have a level 70 something doesn't mean you even play it. I know loads of players who have every combat class at 70 but stopped playing most of them when they hit max level.
Having a class at 70 =/= actually playing said class regularly.
Also if you really want something for a class, why not just do the fight as that class so you can roll need? Why isn't this an option if you want the monk weapon?
