Traits that morph existing abilities.
That way we don't have half a bar of crap that we can't use while level synced.
They won't replace.
You can't use new abilities in level synced dungeons. If they add something that outright replaces something else in the rotation while leaving that old ability there, you'll still have bloat because you need that there during the sync.
Hence the morphing suggestion.
Abiilty - Effect
Level 65 trait - adds X bonus effect to Ability, this stacks with existing bonuses.
