Literally nearly everyone is telling you to reconsider your opinion on both parry and steel cyclone. I suggest you listen to them. I myself agree with most of what's been said.

How about make it reduce the Warrior's accuracy by 5% and increase their evasion by 10%, makes sense considering they're spinning around really fast making them hard to hit but also making themselves dizzy :) stacked with featherfoot WAR might actually be able to dodge things now and again which would give it some utility for AoE and single target things.
No thanks. Evasion is exactly like Parry, it's RNG based mitigation which is completely unreliable. No matter how much you stack or how many skills you use to increase it, you can't guarantee it'll proc when you need it to. Furthermore, to compensate for this change to Steel Cyclone, WAR would have to overcap accuracy by 5% in every encounter which is wasted accuracy.
Why does everyone even care about parry when we have Raw intuition?
