Then when both players accept then the ceremony starts. It is built to take promptly 2 hours. Once you have reserved the slot it is yours. The ceremonies are scheduled one week in advance, and they are planning on doing a weekly reset. It is reserved by talking to an NPC when the slots are opened up.

That of reserve it one week previously and having to choose between 2 hour slots seems like an annoying option especially in crowded servers, perhaps... Isn't there any fast way for those who doesn't want a ceremony?!... Like going to a court/tribunal and do it there in a few mins!
It was confirmed a while back that there would be no "fast lane" options. The Eternal Bond ceremony is designed around the quest and reservation system, so you have to use those unfortunately, even if you don't want to have to reserve the time.
