First...I can't agree with OP at all.
NMs shouldn't drop excklusive materials for crafting the finished item, cause that would exclude a lot of people from hunting the NMs.
Second...if they will let you wear any equip at any rank for the rest of the lifetime of XIV, THAT would be sad. Restrictions to stuff makes them more valuable and give players goals to work on. If you can go on equipping stuff at any rank, that makes getting low lvl gear completely useless, cause why bother with stuff, that you don't need to wear, if you can just as well jump to the final piece of equip? And don't argue with "stats reduction" and BS...as long as stats don't do anything, people give a shit about how much stats they get reduced for overranked equip.
If a certain piece of equipment is only equippable by a certain class at a certain rank, you can bet that that class will get that equip at the appropriate rank. Before that, he will wear something else thats appropriate for his rank and so on.
The whole optimal rank gear that anybody can wear was a bad idea and even worse executed(stats not mattering etc).
I can agree on NMs dropping Materials when it comes to endgame stuff. But regular middle ranked NMs should and hopefully will drop finished equip pieces in the future. Endgame NMs on the other hand should and hopefully only will drop materials in the future just as the first 5 NMs, cause crafters need a reason to exist for endgame as well, not just for the economy.
Excuse me...but did you even thought why the game has optimal rank and favor systems instead of the archaic class restriction system that has been used since the 16bits RPG games? Its all part of armory system...its the way to grant any class you have the weapon to use also having a minimal equipment for it. Its not so pleople can look fancy at low ranks...actually any serious player know that using overranked stuff will risk their performance.
People need to open their mind to new ideas...accept the new instead of trying to keep the old. The armory system was an awesome idea in any way you look to it.
And about what you said regarding NMs...i really don't see how exclusive materials would exclude people from NM hunt more than the current way they were added do...not everyone has the time/will to camp NMs...allowing material to drop and finished items to be sold would just help both sides of the coin...those who want to camp will camp...those who prefer just buying the items will buy the items.
You can achieve that perfectly well through stat penalties. It remains stupid to completely lock items rather than simply exert bonuses and penalties for using them appropriately or not. So there are problems right now; why not simply make the stat shifts more apparent? The result is exactly the same, sans daft class locking.
That said, I admit, you do have some point about crafters and NMs, but... it still feels very uncomfortable and blazé.
This is a thing i've been asking for some time already...armors showing the current attributes instead of default attributes if they are under optimal rank penalty. I also asked them to highlight them in orange/yellow (i don't remember which one i suggested) so the player will know right at first glance if the armor has attribute penalty.
About favoring classes, i asked them to just completely remove secundary effects and damage cut for non-favorable classes, but leaving primary attibutes intact...this way even the most powerful equipment would just become common if used by wrong class...again, asked them to highlight the effects if its under favor penalty.
This way people could equip whatever they want and the highlighted penalty would, pretty much, scare people from wrong equipment but without the need of such class restrictions.
