this is the reason why i didnt like the 2min cd for leyline.
back when it was 90s cd, you as a blm player would try to find where is the optimal location in the raid where you have minimal movement and can stay in your leyline most of the time. heck theres time where it can be useful for btll too (may or maynot be smart on dps).
with the 2min meta, pretty much the location of placing isnt as important due to the fact majorly of the 2min buff phase/duration happen when raid boss does some kind of tb (some tank have it rough if their 2min rotation is busy/lots of ogcd and need to fit 2 more def/mit ogcd during the time). ie, it feels kinda free, just dont be stupid and put it near the tank and asking for a cleave.
it just the way dev design fight now. they cater to 2min meta, so there will be now a set duration in the fight that no much mechanic is going on where everyone can unload their 2min rotation.
what exactly is the math potency benefit from syncing LL with the 2min buff? the buff only last 15-20s and at most, you get 1 extra cast off and thats greatly depend if you can land 1 instantcast right before the 2min buff runs out, at 1-2s left? (base from my observation)
LL reduce only 15% cast, rought math shows you need like 6-7 cast to get 1 extra cast.
if gcd is 2.65,
no LL 5gcd is around 13.25s, leaving you 1.75s to cast the 6th
yes LL, gcd is about 2.25, 6gcd is about 13.5s. then you have 1.5s to cast the 7th.
now rember, the extra potency is only the buffed potency of the extra cast (some1 do the math of f4 for the minimal extra buff potency, align with all the 2min buff you can get as a 8man ideal party). since the extra cast is always a thing even if its not aligned with buff like back in 90s cd.
