What your suggesting has definitely been brought up. It doesn't really solve a problem. People are going to avoid other raids in favor of CT for any number of reasons.

Sure, but a REDUCTION in the number of times you end of CT would be greatly appreciated.

It's just not possible, CT being the only mandatory alliance raid and also the lowest level will mean that it would be the most frequently encountered alliance raid by that virtue, regardless of whether people are cheesing it via ilvl manipulation or not.

So let it be the most popular, but entice players to make all raids available when they enter the roulette. Sitting in queue for hours at middling populated hours to advance Ivalice or Nier is not okay.

Not the only possible outcome. This will only happen if the number of people ilvl cheesing has reached a critical amount where they alone are enough to force CT runs that wouldnt have happened otherwise. If they havent reached that critical amount your chances of seeing CT will actually increase because ilvl cheesers can no longer force out non-cheesing people out of the many CT runs that would happen regardless.

If higher level alliance raids were happening, you would get them.

I'll suggest the same suggestion I always suggest in this thread. It's up to SE to fix it. But they need to lower the max ilvl in the CT series of raids. We haven't seen mechanics in ST since WoD came out. The ilvl has always been too high and too unrestricted. People will cheese it less if it was just as long as the other raids. And it would be more engaging since it would have mechanics again. How many people in this topic have actually done the adds and platform mechanic for the second boss of ST? Those floating platforms aren't just for show.

I'll ask this again and maybe I'll get an answer this time.

What is it that's so important about running Alliance Roulette that things need to change in some of the ways being proposed? What's so special and unique in this roulette?
