If you get to rank 15 in Bozja you already exceed that goal.
Basically DR isn't part of the savage/ex trial/ultimate general loot progression. It's the endgame (currently) of Bozja content. So you have to reach the end of it.
If you're rank 15 you either already have that much mettle or you gain it fast enough it shouldn't take too long to get back up. -

DR Savage is first and foremost, Bozja content. With Bozja mechanics and lost actions etc and benefits from gear specific to Bozja's reward structure. Is it really a surprise you have to finish Bozja to get to the end of its content? It's not part of the raider loot reward structure like savage/ultimate.
If you had to complete Bozja to say, do Eden Savage or an Ultimate fight that would be bad. But this is more Bozja related content. -
