Wasn't aware it "overcharged" it. Honestly haven't used that feature much since I responsibly repair as often as I can at the NPC =] .. the other points still stand though.

You keep saying that vote kick should not be the only option...well that's true except when the person is clearly trolling you.
What reasonable person doesn't either leave and eat the penalty or fix their gear? Let alone call you an elitist for pointing out that their gear was broken?
I agree with the first few replies...vote kick and move on. There is already a warning that says your gear is broken before joining the instance.
And if they refuse to let someone repair their gear, they're being a nuisance to the party and would likely come under harassment. Kick and move on. Someone who genuinely forgot to repair their gear will accept it, move on no problems. But if they're refusing to allow someone to repair their gear and you force it on them, they'll just troll in other ways and you'll end up having to kick anyway.
And then how do you approach it? No matter how you say it, someone is gonna take offence. I try to be nice about things myself but eventually you're going to hit the "Political Correctness Gone Mad" syndrome.
See earlier point, doesn't matter if you ask questions in the nicest possible way, someone will take offence to it and call you an E. Again, you run the risk of having political correctness gone mad. Could she have phrased it better? Sure. But she clearly explained what she thought was the issue. That doesn't warrant being called an elitist.
that is a rude way to go about it. I would have called you an E too. Just saying, try to be nicer next time rather then a jerk. Way you went about it put them on the spot causing them to get defensive. when you don't know why their gear was broke. Or if the queue pop'ed before they could repair.
Asking questions helps.
For all of the people saying we should just kick and move on: I don't like getting slapped with a 4-hour timer on vote kicking when it's easily possible to run into more than 1 awful troll, or just plain awful person, in that time window.
And frankly, I know this is petty, but I just want to find a way to personally punish trolls that the OP described. Even if it's something as small as taking their gil away.
