All you guys with the 'holier than thou" attitudes about "read the patch notes" need to read the patch notes you're quoting. I hope that obviously you know by now that these items were NOT included. SE apparently decided to prioritize the free, easy to get, items over the ones that cost millions. Why they chose to fix the ones no one cares about first or why both couldn't be done at the same time is beyond me.
I only got mine made because in the 3.1 hype they said they were doing away with the slot restriction on glam. I had waited since 2.3 to finally get my wand made, and did so after the much hype regarding the slot changes. After the rather bitter taste of 3.1 we were assured "we're working on it". Then patch notes for 3.2 came out and we were once again given the shaft. I knew when I had it made it was 1 handed, but I also believed the devs that a fix was imminent. Why on Earth they would fix the free item and not the crafted instead of vice versa is beyond me.
Not only were there no matching shields, but it's not even reasonable to get a shield of similar strength for CNJ or THM to go with them. I think THM had a level 90 shield from Twintania and CJN's highest level shield was i52. Oddly the scepter+shield was the best combination for a time and would have been fine with some consistency (like we see with PLD). I guess they're at least being consistent now with using 2H weapons only.
The very simple explanation for your first comment is this: the devs would choose to adjust items that drop from content (both optional and mandatory) because 100% of the player base has access to them, regardless of if they are ARR or Heavensward, have all jobs levelled or a single job levelled. Glamour, on the other hand, is not 100% accessible to every player. It costs time to gear up, obtain the mats, and make the item for yourself. Alternatively, it takes time to earn the money to be able to buy one from the MB. Developer resources always prioritize content rewards over luxury items--crafted items are unarguably the latter.
On your second point: SE never once said they were "doing away with" the slot restriction for one-handed weapon/shield combos. They said that "two-handed versions" would be developed. Do you know how many one-handed wands there are in the game? CON/WHM has 41, and THM/BLM has 55. That's 96 total one-handed wands that the developers need to convert. That takes an insane amount of time.
No, it was not an oversight. The sheer volume of one-handed weapons for both healers and casters is evidence that this visual weapon style was meant to partially inform the identity of these jobs. It allows for creative flexibility in how classes can gear up, outside of the raid/tome/crafted trifecta that has become the FFXIV standard. It also allows for developer flexibility in designing different visual items for the classes.
Pause for a moment and think about the sheer volume of requests that the FFXIV community makes of the developers. We already get more content per patch than any other competing MMO (most of which simply wait for an expansion for new content e.g. WoW, GW2, etc.), and on top of that, the community is well aware of the fact that Yoshi-P and the FFXIV team have significantly less resources compared to the 2.0 launch. The forum is filled with "tweak this job", "make this harder", "make this easier", "give us XYZ", "more PvE", "more PvP", "more glamour", "more mounts"... the list goes on. The issue of one-handed wands in the comparative context of the slew of content we receive and the endless ideas we demand was probably near the bottom of the list for good reason. It's a miracle at all that they have the time to fix all 96 of these crazy wands.
While you're correct that BCoB did contain a one-handed scepter for BLM (i90 Allagan Scepter) and "matching" shield (i90 Ancient Buckler), WHM also had the i100 Tidal Wave Wand and i100 Tidal Wave Shield that were introduced later, in patch 2.2.
As a community, all we know is that SE is giving us two-handed staffs instead of one-handed wands. My closest friend mains WHM and has been waiting for that moggle staff for a long time as well, but we knew (from research as pointed out by others in this thread) that it would not be included in 3.2.
As someone who works as a designer in the gaming industry, what I can tell you is that SE most likely didn't throw wands out the window until recently, and even then, probably felt as though they didn't need to change anything at all. They didn't owe us two-handed versions, and they hadn't promised two-handed versions. Maybe they wanted to take back wands to be used for a possible weapon type on a future job. Or maybe, just maybe, they are as passionate about the unusable one-handed wands we've had since the olden days of 1.0, and wanted to give us some of the things that they too would want when they play their own game. It also is really likely that a member of the dev team committed him/herself to work stupidly long hours (aside: they already do) just to give us the few that we have now.
TL;DR?
Does it mean you have to wait a little longer? Yes.
Does it mean that the devs are listening closely to all of our comments, for better or worse? Yes.
Does it mean that we have the right to complain about every little thing that doesn't happen when we want it to, or in the way that we want it to? No. Because you have no idea what happens behind the scenes at a game studio.
Something was sacrificed to make these new weapons--they are nothing short of a miracle. Be patient, and thankful that SE loves us this much!
Excellent post, and helped me find out there is a Wave Buckler to supplement my (glamoured) HM Malevolent Mogwand that I'll have to try and get.
Contrary to some people, I prefer the HM wand over the crafted one, as the effects only appear as you use it; the other looks a bit gaudy.
Glad to know a two handed version is coming eventually, and just hearing about it being on the way is good enough for me. I look forward to the opportunity to add a second, higher level, Moogle glamour item to my armoury chest.
I'll chase the tidal wave buckler and wand (to glamour with the Mogwand) when I'm up to living through extreme mode play.
Honestly this all could've been part of the development for Two slotted items working for glamor( ie Cash shop costumes and Darklight gear). The animation is the same now in 2.0 for wands. This would make all the old weapons available for glamor instead of spending time to artistically redesigning only some weapons for staves. There are many weapons that someone had to spend their time making that I want to appreciate by wearing it without Square having to turn everything into a staff. Wand of Tides and Anthema are two. I would be willing to accept them without a shield if i had to.
This is the feature I way hoping they were going to implement and waited for and they didnt.
