Will it share a loot lockout with the actual gear, or be seperate in VA?
Unless they changed their minds it's supposed to be separate from the gear. They said that they didn't want people to have to choose between taking a gear piece or an upgrade item, but you're limited to one each per week.
Rewards
You can receive only one reward item per week for completing duties in the Void Ark. In the event you are awarded an item from the loot list, you relinquish your right to vie for all remaining items regardless of whether you selected Need or Greed. If time expires and a reward item is obtained automatically, this will also count toward the weekly limit.
* Reward eligibility is reset every Tuesday at 12:00 a.m. (PST).
Each party in the alliance will receive its own treasure chest, the contents of which will be identical regardless of the route taken.
* Players cannot open a treasure chest belonging to another party.
Completion Reward
Upon completing the Void Ark, players can also earn a separate reward once per week. This reward can be exchanged with Bertana in Idyllshire (X:5 Y:5) for items used to enhance equipment purchased with Allagan tomestones of esoterics.

HAHAHAHA. If you are even slightly concerned that there won't be an entire server spamming fates, crashing zones, screaming in chat about early pulls, and generally making that entire portion of the game feel like a burning nightclub, then I think you'll be feeling relieved on Tuesday.
It has nothing to do with why people are or aren't clearing content. By adding to hunts they not only ruin the nature of what the Hunt is supposed to be, they make people who would actually want the upgrades not set foot into savage unless they're after a "BiS" set or the mount.
My only issue with this is.... Regardless of wording and semantics (really, we can argue infinitely about those)...
It happened twice that they added gear upgrade parts to hunts. Both times it created the absolute worst environments to play in, and you didn't even have to participate or even be bothered about the fact of "upgrades via hunts" at all. It was more than enough to simple be in any given zone, and witness the hateful, toxic interaction that went on every single time there was a hunt mark to be slain. The name-calling, the bĂ—tching, the hostility of it all was really the absolute worst both times. Sure, you can disable /shout, but like with using /busy against RMT /tells - is that really the actual intended use of that mechanic? Shutting down entire communication channels in a game that's supposed to be social? Yeah, it leaves a bad taste in the mouth, imo.
Not looking forward to this at all.
