You know Jörmungandr is just another name (the real name) of Midgardsormr, right?
It's more likely to be Angrboda.
Or Midgardsormr is like that of Ymir in Norse mythology and just birthed the children on his own.

The closest thing I remember is she is referenced as part of Nidhogg and his Brood I believe.
That was in context of being different from Hraesvalgr's brood who we parleyed with in Dravanian Forelands.
So Brood in that context was part of Nidhogg's own family group but those Broods are not part of the 7.
Fairly certain she is never directly called his Brood-Sister.
