Your main complaint is about afking and cutscenes. You don't even clearly state the actual abuse or harassment your friend received, yet go into detail about their reaction.
The game currently has in it's vote kick system reasoning of:
It even has a 10min auto-kick if idle.
The Vote kick system isn't perfect, but how can the Dev Team fix your issue with so little details.
- If your friend is being kicked due to watching cutscenes. State it and report it.
- If she AFKs unannounced for several mins, the party has every reason to kick her IMO. As something more important requires her attention than a video game.
- If she announces it and is kicked immediately. State it and report it.
- If she is constantly afking during the instance. Again, seems only fair for the PT to remove her. She is making the instance inconvenient for 3 or 7 other ppl. Possibly 23 others in CT.
If she has real life matters. Single mom, etc etc that require her attention. There are FCs and LS that exist for those with similar cases that do content together and help each other.
NO PARTY KICKS!

Your friend did SOMETHING to make those 3 other people kick her out of the group. If she was afk, if she was watching cut-scenes, if she was just plain bad at her job... there was something. She can either fix it if it was her lack of skill or lack of communication about needing to be afk..... or accept that she was either AFK or watching cut-scenes in a group that did not want to do that as well and find a group of friends to run with. While, it is a shame that new players are less tolerated in their cut-scene watching now..... over 6months after the game was released.... than a month or two on release.... it is reality. Many players have ran these dungeons over and over and over again, and if they are randomly queuing through the DR are likely just trying to get their weekly grind done with. Having to do the same dungeons over and over for tomes.. is a bad design by SE... and just because people do not want to play with you friend at her slow pace does not make them jerks or abusive. -

One sentence in the OP is bothering me. The line where he talks about people being too paranoid to say they need to AFK for a bit. Could this mean his friend didn't announce they had to AFK? If so then the party was right here. If she did announce then she is in the right and THEN it's reportable as harassment.
I've never been kicked once for AFKing. If I knew I'd only be a little bit I'd say "brb rq". If I knew I'd be longer then 10 minutes I'd say something then leave accepting the 30 minute cooldown -

Never had problems with DF and being kicked from the party. People are generally pretty cool so long as they know what's going on. Going afk without telling anyone, as you're post suggests your friend did, is a perfectly valid reason to kick someone, and is one of the reasons that I would kick someone from the party. The others are if people are being aggressive or generally abusive, not even attempting to play their party role, which is a form of harassment, and if they d/c and don't come back, which the game automatically handles nowadays. Let people know what's happening, if you know you will have to leave at little or no notice, let the party know in advance and ask them if it's ok, and if it's not, to do a vote kick at the start of the party while everyone know's what's happening, are prepared and aren't gonna get upset. Finally, if just one instance of being kicked is enough to provoke that reaction, I suggest your friend gets some professional help, as they obviously have some underlying problems. The internet is generally a safe place, but the lack of retaliation will mean you WILL encounter trolls, if you're that emotionally unstable, stay off the net till you've gotten the help you need!

I remember what life was like before the Vote-Kick feature. People come in, and immediately auto-run into a wall, or another person sits down at the start and says "ok you guys can go i'll wait here" or people who just don't even care about even trying to the boss. They die in first few seconds to them it's "WhatEVAH!"
I think you both need help. Remember, FIRST AND FOREMOST! It IS just a Game.
And before you think I am being insensitive you and your friend, I Wrote the book on Video Game Addiciton. I am still Addicted to them. To me, it is NOT a Game, that is the first thing I had to overcome. Now to me, it is just a game, that I take a bit more seriously than others. But, you won't see me dry heaving or vomiting just because I got kicked from a group. I have been kicked from many parties, there is acceptable behaviour and unacceptable behaviour. If you say "brb changing diaper" I say ok and keep moving on. Unless you are the healer in which I will stand there like a statue until your return. Life happens, and stuff happens. But, if you keep going AFK without saying anything, or if you are harassing a party member. I can give you an example which I will!
I was playing with a friend of mine, she LOVES RP, but thats beside the point. We were in this instance and this guy was hitting on her. She told him to stop, he didn't, so I initiated the vote-kick to have that guy on this other game go to the forums similar to the fashion you did. Until I posted the screenshots. Was he ever angry after that.
Honestly, All I can recommend, and yes take my advice and go do it. Get Professional Help. If you are affected that much by a single vote-kick, then holy crap! You have more Issues than I do. And I am cracked. -
