I also have 39.99$ sitting in my psn wallet. I do not want a refund. I also did not recieve any messages via XMB mail. I am going to wait till they say something first.
Confirmed. Those who bought the game during the 13th and 15th will not get EA. However, we get the game for free:

I'd rather pay $60 to play tomorrow than have it free next week sometime. This whole situation is complete bullshit... starting to lose my patience.
I did not have to delete my Phase 4 client. The only thing that was new from the purchase was the Pre-Order code. After starting the game again, I was able to login and register without any problems.
This leads me to believe that the issue lies with those Pre-Order codes we bought during that time frame.
For those who want the CE, just in case you don't know yet, there is a collector's edition digital upgrade for $19.99 which will be available once the mooglestation is up.

yet!? i had been very patience for whole night already and now they just silently dropped off refund to us without even telling us they did that!? that is some top tier service attitude i must admit. i mean. should what should we do with the refund anyway? buy something else with it or kepp waiting for the forever taking official respond?

I got a refund in my PSN wallet. It's not letting me redownload as of yet because the game is still installed. When I try to boot the game, it says that the preorder code is no longer valid. Assuming we just have to uninstall and reinstall, but I'd suggest checking your PSN wallet first. Never did hear anything about it, just happened to look. Anyone else wanna check and see if they got the same?
Well just to confirm I too got the refund, but I can't re-purchase. For a second I thought I could because if you go directly to the item on the webstore it shows that it's available for purchase because the page displays before you're actually logged in. If you move off that page and back you get the "Not available."
I'm going to wait for further instructions.

All the sony support reps are telling people that we won't be able to get the game til sometime next week. I doubt they all have the same story if it's not what they were told to say. We get the game for free, but we miss early access.... fuck....
I was refunded but can't repurchase the game so I deleted the file and still can't purchase the game and according to my account history I still own the game and am re-downloading it now. None of this makes a lick of sense.

My purchase on the 15th was zeroed out and I got the money back in my wallet. I am unable to purchase again becuase it's telling me I've already done so, so hopefully like someone else said, we can do so after midnight. A whole new download though or can we use our existing one?
Nice of SE to make a statement about this blunder. It may not all be their fault, but they could at least inform their customers of what is going on. Here we are like idiots speculating back and forth wondering if we can get in EA or not, while no one is telling us anything.

this is seriously getting on my nerves, im this close to ditch out another $20 to dl the CE now to ease my mind but something tells me to not do anything rash. grrr! all we got now is a fu**king stealth refund! will giving us a tiny little update going to kill them!? im not asking for an apology letter, just a "we have just refunded your purchase to your wallet, please wait for our reply on what to do with it soon."
I downgraded mine to standard from CE and now my services list shows this
