They should have GM's run stings. Offer to pay whatever they want, meet them in game right up to the trade and all of sudden the plot gets relinquished and they are unable to buy it back.

Apparently that's a huge fat LIE!
Someone on Phoenix was PFing his Large house in Shirogane (not even the most expensive one) with 350M offer and ppl were sending him PMs about reporting him.
But that guy claimed that GM gave him permission to sell his plot with that RIDICULOUS amount of gil as long as he doesn't SCAM.
So here you go, sell your plot against ToS with x10 than original plot price, GM APPROVES IT!
Of course they do, your allowed to sell your plot for Gil, just not for REAL MONEY, that is against the Terms of Service.
They don't like you selling for high prices, sure, but when people are practically BEGGING TO BUY for 500M+, that's none of anyone's business.
Talking to a gm the other day I was told it's ok to sell your house/fc, but not to immediately flip a plot. If that person got permission to sell it from a gm then it looks like we're just continuing on with the coin flip rules per gm instead of an official stance. :(
I'm not really against it to be honest.
Our FC was able to get a house only because someone was willing to sell a house they bought for a much higher price.
We had all pitched in a lot of money for get a house anyway, and having a small house was better than not having any house at all.
The fact that someone sold the house for a profit was beneficial to our FC.
And the reason you had to do that at all is because people are so easily able to flip houses. Someone was able to abuse the system and charge you a mark up for their benefit and you are saying 'thank you.' You could have just as easily, and for less gil, gotten a house if house flipping was some how deterred or more readily prevented.
