What should be done is an item level cap on content, so that players can learn to actually play their roles and learn the mechanics of the fight properly, rather than be carried through by higher level gear. Gear should not be there to cover up or allow for more mistakes that can be completely avoided by knowing what you should actually be doing, like stunning moves that are stunnable, not standing underneath Vishap's feet and getting away from the cannons before Vishap's attach destroys them and causes them to explode.
You do realize that this is an entirely mechanics-driven fight, right? You cannot brute force your way through sheer item level here.
You mention DPS not being strong enough to kill ads in time. They're not supposed to be hitting ads in the first place. That is all cannon work, which is not affected by item level.
You also mention people being 1-shotted by certain attacks. It's almost like you're not supposed to be hit with them in the first place. The turtle's Hard Stomp has to be stunned, btw.
